KABUL: In a fresh decree, the Supreme Leader of the Islamic Emirate of Afghanistan Shaikh Mullah Hebatullah Akhundzada, has debarred the IEA officials from participation in the tenders as bidders in the procurement of goods, contracts and other services from the government-related organs, a statement from the General Directorate of Administrative Affairs said Monday.
Based on decree no (512) dated 19/8/1444 of the Supreme Leader of the Islamic Emirate of Afghanistan, in order to restore transparency in procurement and contracts, the authorities and officials of the Islamic Emirate cannot participate in bidding for contracts and procurement, according to the statement.
“Emirati officials and employees cannot participate directly or indirectly in the procurement of goods, providing services, mining or in bidding for other contracts as volunteers,” the statement quoted the decree as saying.
The second article of the decree stated that the number of private companies in which the officials of the Islamic Emirate have a share, is also included in the decree and this decree will be published in the official gazette after approval.
Earlier, in a decree, the leader ordered the sacking of the IEA officials’ offspring that have been appointed within the IEA institutions.
In a separate decree, the IEA Supreme Leader has banned the distribution and sale of Emirati lands in the country.
In the decree issued by the IEA Supreme Leader, the distribution and sale of Emirati lands is prohibited without the order of the Leader. According to the decree, ministries, IEA institutions and municipalities cannot distribute or sell these lands to real or legal individuals.
