Afghanistan peace process enters new dimension

Door to peace talks with the Taliban group is always open. Efforts for peace talks with the Taliban group have been increased amid entering the Afghan issue to its new dimension as Afghanistan government has offered peace negotiations to the Taliban group already. In the meantime, direct talks between US officials and representatives of the Taliban group in Qatar have shown that all sides want to end the ongoing war in Afghanistan through negotiations.
Peace mechanism depends on war and dispute’s nature in general. Now, the question is how the US administration and Afghanistan government can achieve peace mechanisms and address political concerns in this regard. The answer requires political understanding from peace talks with the Taliban group.
One of the most important element that is considered as obstacle in talks with the Taliban group is Pakistan, a country which is supporting the group and has old problem with Afghanistan. Taliban has always been used by Islamabad as its foreign political instrument against Afghanistan. This has caused that Taliban does not have independency in talks with US and Afghanistan government.
The other element which is also considered as obstacle in Afghanistan peace process is world jihadism ideology that has changed now to international problem and the Taliban movement is one part of it. Taliban ideologically links with such foreign elements as al Qaeda and other similar groups in Pakistan.
For the past four years, National Unity Government (NUG) has been making efforts to end the ongoing war in the country through negotiations with the Taliban group as President Mohammad Ashraf Ghani has repeatedly asked the group to stop violence and resolve its problems through talks and enter political process. Now that peace efforts have been accelerated these days, Afghanistan government seriously needs cooperation of the international community and regional countries.
US has declared that the country would make its efforts towards ending the 17-year war in Afghanistan and committed to supporting the Afghan-owned and Afghan-led peace process.
In early October, the newly- appointed US Department of State’s Special Representative for Afghanistan Reconciliation Zalmay Khalilzad launched his diplomacy and mission to find a political resettlement for the ongoing war in Afghanistan.
Khalilzad was on the US team in Geneva in 1988, which negotiated the agreement on the Soviet military withdrawal from Afghanistan. He also led the American delegation in Bonn that established the post-Taliban government in 2001. Last week, Khalilzad held the second round of meetings with Afghanistan government and opposition politicians, Pakistanis and Afghan Taliban representatives in Qatar. 
Peace efforts are being accelerated by both Afghan and US governments amid increasing of insecurities in the country as Afghanistan government is working on peace consultative board that can play consultative role and advise the government in connection with peace process.
